Mr. Collins has over 41 years of experience in projects involving land surveying and design of major civil site infrastructure, which included development of preliminary and final master plan, master drainage plan, secondary collector roads, site grading, retention ponds, drainage structures, and construction specifications. In addition, the projects included water distribution system, storm sewer system, sanitary sewer system, irrigation system, water pumping facilities, elevated and underground storage, sewage treatment plants, and sewage pump stations. Mr. Collins has been closely involved with a variety of design and construction management projects, facilities planning, design and construction administration, for both new and rehabilitated projects.
